本文阐述了我国中药材产业的特性和继承传统中药栽培技术的重要性,认为中药材实施规范化是必要的,但对中药材GAP认证的法律依据和必要性提出了质疑。指出中药材质量问题主要不是出现在栽培过程中,而是出在饮片加工过程中和人为掺假上。从而针对中药材产业的现状提出了若干建议。提出中药材生产是一个"三农"问题,建议国家也应象2004年春季对粮食种植户进行直补一样扶持每一个药材种植户;建议成立"国家药材生产管理机构"对全国有一定技术和规模的药材种植企业和种植户进行注册登记制度,进行监督管理和技术指导。

This article expounds the characteristics of the industry of Chinese medicinal plants and the importance in the inheritance of traditional cultivation technology of Chinese medicinal plants and points out that problems in the quality of Chinese medicinal plants mainly occur not in the process of their cultivation but in the processing of their prepared pieces and from adulteration in them. It also maintains that the production of Chinese medicinal plants is of a problem concerning agriculture, village and peasants, thus putting forward the proposals that the government should give its aid to every cultivation household of Chinese medicinal plants just as its subsidies to grain - producing households in the spring of 2004 instead of implementing the present measures and system of management and that a governmental agency for the management of Chinese medicinal materials should be set up, which should be in charge of registering all the enterprises and households with given technology and scale in the cultivation of medicinal plants, exercising supervision and management of them and offering them technical guidance instead of carrying out the present management measures for GAP identification of medicinal materials in a limited scope.
