传统医药知识相对于其他知识产权而言,它在《知识产权战略纲要》中只处在一个边缘位置,给予21个字的高度概括:完善传统医药知识产权管理、保护和利用协调机制。但能进入《纲要》已经说明其具有战略地位。《纲要》的主要不足是对传统医药的创新以及制度创新并未采取积极态度,在战略推进中应当弥补。
