该文结合中医药行业科研项目的特点，分析了目前中医药行业科研经费管理中区别于一般科研项目经费管理的“个性”问题：一是忽视了中医药行业重视理论传承研究和常以“人”为受试对象研究的特点；二是科研项目协调管理问题突出；三是研究者（特别是临床一线医生）任务繁重，难以兼顾科研经费管理。并提出了三个解决策略：一是经费管理中时应努力体现中医药重视理论传承研究和经常以“人”为受试对象研究的特点，合理编制预算和使用经费；二是应进一步完善项目科研财务一体化信息系统，建立“项目管理-科研管理-经费管理”统一管理平台；三是充分发挥科研财务助理作用。

This paper analyzed the "individuality" problem in the management of scientific research funds in traditional Chinese medicine industry, which is different from the management of general scientific research funds: 1) The neglect of Traditional Chinese Medicine attaching great importance to theoretical research characteristics of inheritance and the characteristics of "human" as the subject of clinical trials. 2) Outstanding problems in coordination management of scientific research projects. 3) Researchers (especially clinical doctors) undertook heavy tasks and were difficult to take into account the management of scientific research funds. Three solving Countermeasures were also put forward: 1) Efforts should be made to embody the characteristics of traditional Chinese medicine, which emphasizes the study of theoretical inheritance and the study of "people" as the subjects, and rationally budget and use funds. 2) Project research and financial integration information system should be further improved and "project management - scientific research management - funding management" unified management platform should be established. 3) Giving full play to scientific research assistant.
